The 54: Global South Project Cost Subsidy Program of Japan’s Ministry of Economy, Trade and Industry

The Japanese Ministry of Economy, Trade and Industry is currently implementing a subsidy program to support Japanese businesses investing in countries in the Global South region, including Vietnam, by partially subsidizing the necessary project costs.

FY Reiwa 7 Supplementary Global South Future-Oriented Co-Creation Project

(Large-Scale Demonstration Projects in ASEAN Member States)

This program aims to recruit companies that seek to:

  • Strengthen Japan’s economic security, including supply chain resilience;
  • Promote innovation through GX/DX initiatives;
  • Revitalize domestic industries in Japan;
  • Enhance economic cooperation with ASEAN countries.

Program Overview

The program subsidizes part of the costs required for demonstration projects carried out by Japanese companies in ASEAN member countries.

Through addressing challenges faced by Global South countries, the program aims to:

  • Utilize the growth potential of local markets;
  • Ensure Japan’s economic security;
  • Promote innovation and industrial revitalization in Japan;
  • Strengthen economic partnerships with Global South countries.

Main Eligibility Requirements and Project Scope

Projects implemented by Japanese companies in ASEAN member states must satisfy the following requirements (please refer to the official application guidelines for full details):

(1) Demonstration Projects

Projects must involve real-world demonstrations of technologies, systems, or institutional frameworks that are ready for practical implementation in ASEAN countries.

The purpose is to verify effectiveness and economic feasibility with the aim of future commercialization and scaling.

※ The program does not support R&D activities or simple equipment procurement.

(2) Eligible Sectors

① GX Sector

Projects aimed at reducing greenhouse gas (GHG) emissions, including the transition from fossil fuels to clean energy.

② DX Sector

Projects utilizing digital technologies to transform business models.

③ Economic Security Sector

Projects related to “Specified Critical Materials” designated under Japan’s economic security legislation.

(3) Eligible Project Categories

Projects must fall under at least one of the following categories:

  • Category 1: Co-creation projects contributing to innovation in Japan
  • Category 2: Overseas expansion of advanced Japanese technologies
  • Category 3: Supply chain resilience enhancement projects

Projects may apply under multiple categories. Additional evaluation points may be granted depending on the project proposal.

Application Period

  • Application Start Date: June 1, Reiwa 8 (Tentative)
  • Application Deadline: June 30, Reiwa 8 (Tentative)

Application Submission

Applications will be accepted through the J-Grants system after submission of the required request form on the official website.

Detailed instructions will be sent by email after completing the request form.

Applicants must obtain a “G-Biz ID Prime Account” in advance. Account issuance may take approximately 1–2 weeks.

Manufacturing companies planning to expand into Vietnam are encouraged to take advantage of this subsidy support program.
